I still say we should just have a page for "#arika culture" and not really link to it anywhere. i.e. what you said, so yes
It'll still show up under "Page text matches" if you search for something that's mentioned on that page, in other words it might end up cluttering the search results. I still think we should keep it on a user page.
If we unite it on a single user page, then I think the suggestion of a "Quotes" user is quite good. If not, unite them on muf's. It's the longest-standing, and has the largest and most humorous collection of quotes.
