Sanwa JLF-TP is just a model of Sanwa joystick. By DOA4 he's referring to Jago's Dead or Alive 4 joystick (ie the one in the picture).

That's seems like a Tournament Edition (= good !) rather than a standard Fighting Stick (= not so good), so I think yes ! Any PS3 gamepad/stick/whatever will work on a PC (my VSHG is for PS3).
Yes, the PS3 edition works just fine on PC. The Xbox 360 version might require you to download drivers in some cases. So no problems there. 1 is indeed around $1,45 so $129.99 is about 90. Free shipping is only for U.S. so you will probably have to pay a little more to get it to France. But like already mentioned this stick is worth every penny. Go for it!
