Jago, the first one is over a year old... it's the second one that is new. It's a fun game at any rate.
Man I hate Europe for release dates. Why can't the English just have the US versions, instead of waiting for the translations...
The difference between NTSC and PAL alone makes two big reasons: British TVs run slower, causing the dynamics of e.g. DAS to work differently. For example, in a TGM style environment, 50 Hz DAS feels slower than 60 Hz DAS. Rebalancing the game around a different update frequency takes time. British TVs have more pixels = more frame buffer = more memory = more programmer time required for optimization.
Actually, any British TV made in the last 10+ years will be perfectly capable of 60Hz and most games give you the choice between 50Hz and 60Hz modes. The main reason for the UK being a PAL territory is EU protectionism laws. Japanese, US and UK consoles all work fine on my TV.
Still, there's probably some law that devices capable of generating a video signal must be capable of generating a 50 Hz signal. In addition, what happens in an online game when you have 50 Hz players vs. 60 Hz players?
The same thing that happens with, say, PC FPS games that give inconsistent framerates on some machines and solid framerates on others? With even solid framerates sometimes running at different refresh rates?
i don't see why that would be a problem. however, it is a problem when you compare games made for pal against games not made for pal (ie mario kart).
