2nd - I don't see any reason to wait for a Z and going for a single doesn't seem to be an intuitive placement to me. It's also saver: if you didn't see a hole in the stack on the left going for a single would screw up your hole at the very right.
1st. Skimming is a lot less risky than any of the other options, so why risk a ruined stack? The simple placement will also put less strain on your mind leaving you more time to think about placing the next 3 pieces.
Depends on when in Shirase. 000-300 I usually DAS Right IRS CCW, double tap clockwise. Later, I'll take the single, or wait for a Z if the stack is as flat as in the fumen. (Choice #1 or #3) Edit
Advantages of #1 Clean stack, easy skimming, can keep DAS charged if you avoid manlocking. Disadvantage: only one tetris setup. Advantage of #2. Fastest possible move because of insta-lock,sets you up for more tetrising. Disadvantage: you must release right before the last rotate. 3 gives the same end result as 1, but your stack is a bit higher. If you can stack cleanly and confidently, it might be wise to wait for the Z, which is nearly impossible to screw up.
DeHackEd noted another disadvantage; a completely flat stack without any relief is dangerous and will require overhangs if you get a Z.
I usually go for move #2 before level 300. Afterward, I use 1 or 3 depending on the stack. With a flat top, and this being Ti, it's probably move 1. ARE is too short to risk a double rotate and possible inadvertent IRS.

Shirase high speed don't allow much fancy moves Even if it's very secure to simply take the single, double rotate CCW with 'A then C' button is a good option and far more easier than CW double tapping with B button. there are even 2 possibles advantages : -first CCW rotation will step reset -second CCW rotation will lock the piece. i'll try to do it as much as i can this way..
my impulse is your option 2, but my success rate is pretty low over 300-400 so i'm actually trying to get away from that, most especially if the stack is perfectly flat, you'd be much better off CCW-CCW in the center, or DAS left, as both moves leave cleaner options for your next pieces, though maybe i should just get better at double rotates...
K:First rotation will not step reset. Floorkicks do not cause a reset. Second rotation will lock. So you must execute the move as. IRS CCW, das right, release stick, AC. The stack being flat in my example was simply for ease of creation. But it has to be possible to get the T to the right for my example to work. there are less flat stacks that also work for the example.
