Is there any tetris clone or program that has a non-20g mode where the pieces still hard drop quickly? I'm looking to increase my speed but without being restricted by the 20g.

You can create such a tool using the Tessellate Wizard (http://hi-games.net/tessellate/wizard.cgi).
0g ? you still have to lock it.
speed is my biggest shortfall atm.

He means it locks automatically like in 20g, but in 0g.

Lockjaw Rhythm mode
This forces a minimum TPM over a sliding window of 5 pieces. If you don't meet this TPM, it starts hard-dropping pieces (if you choose 0G) or locking pieces (if you choose 20G). Every 64 beats, the minimum TPM increases by 10. Good luck.

I have 2 more questions. If we assume that the line clear delay of TDS is 0.7 sec., what's the max TPM of someone purely Tetrising? And whats the fastest KPS that anyones ever gotten?

I'd say line clear delay is easily not the biggest limiting factor there. The slow DAS and the fact that you only really have two thumbs plus a finger for hold are more of a limit on how fast you can play.
Max TPM of someone using perfect finesse, with the ability to tap perfectly would still be less than straightforward to calculate.
